Junior Necromancers: Skeletons or Zombies?

Hi,
I'm wrapping up a magic system for my homebrew, but I can't make up my mind on one important question. Should the lowest level of "raise dead as minion"-type spell work on fresh or old corpses, and therefore create zombies or skeletons?
I didn't find the right solution from the internet.
